TCL TV light: what each colour and blink means
TCL Roku TVs have one status light on the front panel. TCL’s table says off means the TV is on (or has no power), steady means standby, a slow pulsing blink means the TV is busy starting, updating or shutting down, and a single dim means your remote press arrived. TCL does not name the light’s colour.
The status light is on the front panel, usually under the middle of the screen near the TCL name.
Status light off
Either the TV is on (the screen, or the screensaver, is showing), or the TV is not connected to power. TCL’s table gives both.

Standby: the TV is connected to power and ready to use.

Slow pulsing blink, then it stops
The TV is doing something: starting up from off, installing an update from a USB drive, or powering down to standby. The pulsing stops when that finishes.

TCL says a blinking status light can mean the TV is receiving a remote command, installing updates or, in some cases, reporting an error.
