What HP says to do
HP’s page gives no step you can do from outside the laptop for this state: it is what the laptop normally does, or the meaning above is all it says.
HP’s page says to clear the CMOS and then not use the chosen setting, and, if you confirm the processor does support the setting, to replace the processor. Clearing the CMOS on a notebook and replacing a processor are technician jobs; HP Customer Support can do them.
