HP’s page gives no step you can do from outside the laptop for this state.
HP’s page goes on to a memory procedure done from inside the computer, with an anti-static caution, and says to have the computer serviced if your model has no cover that gives access to the memory. semiatic does not repeat that procedure; if you want to do it yourself, follow it on HP’s own page and in the Maintenance and Service Guide for your model.
HP says to contact HP Customer Support if the computer does not start into Windows.
