What it is for
Dishes that need a crisp base, in both makers’ words. Siemens uses the same description (top and bottom heat, bottom stronger) for its Pizza setting.
Makes differ, check your oven’s manual: the same drawing can mean different things on different brands, and only your model’s manual says exactly which elements run and how hot.

Where makes differ
Only read the extra line as extra heat on ovens that draw one line per element. Neff draws every element as a pair of lines, so its top-and-bottom symbol has two lines at the bottom too, and its bottom-heat symbol has two lines at the bottom with nothing on top.
Often confused with
Only the element under the oven floor heats. No top heat and no fan.
